Ceparu și Irimia Consulting SRL works with companies that want to grow in an orderly way: business assessment, entering the public contracts market, implementing funded projects and training teams.

Who we are
Ceparu și Irimia Consulting SRL was founded by lawyers Adrian Ceparu and Florin Irimia, with business and management consulting as its main object of activity.
The reason was practical. Working for years on contracts with the state, we saw that companies' problems rarely stop at the legal part. Behind a lost bid there is usually an internal organisation that does not support bidding. Behind a project going off track there is a schedule nobody follows. These are not solved by a legal opinion.
Hence a separate structure, with the right instruments: business analysis, organisation, project management and training.

Where we come from
The expertise we start from was built around public procurement. In December 2008 avocat-achizitii.com appeared, the first Romanian site dedicated exclusively to this field, with an archive that grew past nine hundred articles.
The site was created by SCPA Ceparu și Irimia, the law firm where both founders practise. In August 2014 AEXA, the Association of Public Procurement Experts, was established — an independent organisation whose founding members include the same two lawyers, alongside other experts in the field.
There is no relationship of subordination between these structures. They are distinct entities with different objects of activity. What connects them is the people and the shared experience.

How we work
We do not sell hours. We start from a concrete problem and agree from the outset what solving it means.
We say when a direction is not worth pursuing, even when that means a smaller contract. A consultant who approves everything the client proposes has nothing to add.
And we stay through implementation. Analysis that stops at the report changes nothing.
